Joseph F. Bouchard, Ph.D. - Vice Chair

Director of Government Sales, Cox Communcations

 

Dr. Bouchard retired from the United States Navy as a Captain in 2003 after twenty-seven years active duty. He was a Surface Warfare Officer and commanded the destroyer USS OLDENDORF (DD 972) and Naval Station Norfolk, the world’s largest naval base. He was a specialist in strategic, long-range and operational planning, including assignments as Special Assistant and Deputy Executive Assistant to Commander in Chief, Allied Forces Southern Europe; Branch Head, Strategy and Concepts Branch, Office of the Chief of Naval Operations; and Deputy Senior Director for Defense Policy and Arms Control, National Security Council, The White House. His final assignment on active duty was as Deputy Director, Navy Operations Group (Deep Blue), Office of the Chief of Naval Operations, which is responsible for planning the Navy’s role in the War of Terror.

Dr. Bouchard has broad experience in national security and homeland security matters. At the National Security Council, he was principal author of the National Security Strategy, 1997-1999. He was responsible for national security telecommunications and served as White House representative to the National Security Telecommunications Advisory Committee (NSTAC), National Communications System (NCS), and related national organizations responsible for emergency and national security communications.

Dr. Bouchard gained wide recognition as an expert on port security while Commanding Officer of Naval Station Norfolk and received several awards: the Secretary of Defense 2002 Annual Antiterrorism Award, Best Antiterrorism/Force Protection Innovation or Action, U.S. Secretary of Transportation, 2002 Partnering for Excellence Award, Virginia Port Authority Medal of Excellence, and Virginia Maritime Association 2002 Port Champion Award.

Dr. Bouchard graduated with distinction from the U.S. Naval Academy, where he majored in International Security Affairs. He earned a Master of Arts degree in National Security Affairs from the U.S. Naval Postgraduate School, and a Doctor of Philosophy in Political Science from Stanford University, concentration in international relations and strategic studies. He also is a graduate of the U.S. Institute of Peace International Conflict Resolution Skills Training Program and the Massachusetts Institute of Technology Seminar XXI Program on Foreign Politics, International Relations, and the National Interest. He has been published numerous times and won the Rear Admiral Ernest M. Steve Evans retired as the managing partner of KPMG LLP’s Norfolk office in 2010 after 38 years with the firm.  As managing partner, Steve provided vision and leadership to other partners and employees.  He managed the office operations and represented KPMG within the business and civic community.  Steve spent the majority of his career on auditing and business advisory services, including mergers, acquisitions, and consolidations. Steve previously served on the Boards of the Hampton Roads Partnership, Diabetes Foundation and United Way of Hampton Roads. Carol R. Curtis - Nominations and Membership Chair

Carol Curtis is the founder and president of Noah Enterprises, Inc., a premier General Contractor located in Virginia Beach, with a regional office in Williamsburg. Ms. Curtis, a lifelong Hampton Roads native, opened Noah Enterprises in 2004 and has overseen the operation of the full service general contracting company handling government and commercial projects throughout Virginia.  She has been honored as the Associated Builders & Contractors Member of the Year and as Lawyer’s Weekly Class of 2012’s Most Influential Women of Virginia.  She graduated from TCC with an associate’s degree in Civil Engineering.  In addition to her work at Noah Enterprises, Ms. Curtis has served on several state and local boards and is involved with various charitable and civic organizations and events.

Mr. Padgett, the Managing Partner of McGuireWoods's Norfolk Office, is an attorney whose expertise in advising corporate clients on a wide range of issues is matched by his commitment to myriad South Hampton Roads civic and philanthropic organizations. Mr. Padgett was appointed to the Tidewater Community College Board in 2011. He has given of himself to—among others—local organizations including the Hampton Roads Chamber of Commerce and the Hampton Roads YMCA, both of which he served as chair; the Rotary Club of Norfolk, of which he has been elected President; and the Hampton Roads Economic Development Alliance, which he serves as secretary. Stephen B. Ballard is the owner and founder of S.B. Ballard Construction Company.  With over 35 years of construction experience under his belt, Steve oversees all construction operations and corporate functions of S.B. Throughout his career, Steve has served as a project manager, superintendent, estimator, carpenter and laborer.  Since founding the company, Steve has been involved in each project and he consistently provides owners and developers with safe, high quality facilities.

Vanessa Christie

Vice President, Strategic Development, Prevailance Inc.

 

Vanessa Christie is the Director of Multinational Programs for Prevailance, Inc. In her current role, she manages and develops various programs including operational test & evaluation, information assurance, doctrine and research & development efforts for NATO and the US Department of Defense. Ms. Christie is a 15-year U.S. Navy combat veteran having spent a majority of her active duty time flying and instructing in the F-14 Tomcat. As a reservist, she served in various roles with NATO, including as the Commanding Officer of the NATO Allied Command Transformation Deployable Joint Task Force Support unit.

Ms. Christie began flying F-14s in 1999 and supported coalition operations in Afghanistan from 2000-2003. She subsequently became an instructor in the F-14 and then transitioned off active duty to begin work with Prevailance, Inc.

Ms. Christie has a Bachelors in Political Science/International Relations from Tulane University and a Masters in Global Management from the University of Phoenix. Sandy Cohen

COO, Divaris Real Estate, Inc.

 

Sandy serves as both the Chief Operating Officer of the Divaris Group of companies which includes Divaris RealEstate, Inc. and Divaris Property Management Corp., as well as the President of Ingenuity Development LLC. Sandy has had extensive experience in financing, including both debt and equity for projects and operating companies. He directs the Company’s A.R.M.S. (Asset Repositioning and Monetization Services) division which serves the lending and loan servicing industries.

 

As President of Ingenuity Development LLC, he is responsible for all development and redevelopment initiatives for the company in Virginia, North Carolina and South Carolina. Ingenuity Development, LLC specializes in the development of grocery-anchored retail centers and mixed-use projects with a retail core.

 

Sandy has 20 years of experience in the real estate field. He received his Bachelor of Commerce degree from the University of Virginia in 1978. After graduation, he spent eight years with Price Waterhouse. Following that, he was the Chief Financial Officer for Goodman Seger Hogan, Inc., a regional brokerage and development company based in Norfolk, Virginia. Sandy received his certification as a CPA in 1980 and still retains his membership in the American Institute of Certified Public Accountants today.

 

Sandy has served on various community and business boards. Gene Crawley

Gene is the Vice President of Surety for HRB/Rutherfoord Hampton Roads.  He specializes in providing bonds for all aspects of the construction industry to include commercial, road, utility, and governmental contractors.

Gene has worked with Hampton Roads Bonding since 1999.  In 2011 HRB merged with Rutherfoord to become a full service surety/insurance operation for the Hampton Roads Area.  Gene graduated from the University of Virginia in 1996 with a Bachelor of Science degree in Finance.  He worked in the insurance business in Richmond for three years before moving to Virginia Beach and accepting the position with Hampton Roads Bonding.

Caliper, Inc. was founded in Norfolk in 1983 with one customer and a few contractors; since then it has grown into a multi-million dollar global organization that supports some of the largest companies with human capital solutions.. Caliper has formed and continues to align with the Human Resource and Training communities to evaluate and explore ways to reach the next generation of workers.

In addition to Caliper, Inc., Rob has also been a minority owner of SJS Executives d/b/a FPC of Hampton Roads, Virginia Beach, VA since January 2012. SJS supports task orders for the federal government and military agencies. FPC of Hampton Roads supports global companies with direct placement services.   Rob is a member of both the Association of General Contractors of Virginia and the American Staffing Association.  Previously, Rob served as Director for Gateway Bank & Trust from 2000-2009.

Rob received a Bachelor of Science in Business Administration from Christopher Newport of the College of William and Mary, and is a graduate of the Newport News Shipbuilding and Dry Dock Company Apprentice School.

Christian Koestler

Vice-President of Operations, STIHL Inc.

 

Christian Koestler is the vice president of operations for STIHL Inc., the headquarters for U.S. operations for the worldwide STIHL Group. He is responsible for directing U.S. activities in the areas of manufacturing, engineering, materials and procurement, logistics, buildings, maintenance and quality assurance.

 

Koestler began his career with STIHL Inc. in 2000 as an engineering intern and held various positions including manager of special projects, manufacturing engineering manager and director of technology and machining. During his tenure, Koestler has been instrumental in the development and implementation of the automation strategy, the management of the guide bar facility building project, and the launch of numerous products.

 

In 2010, he became the global director of engineering, technologies and facility management at ANDREAS STIHL AG & Co. KG, in Germany, where he was responsible for technology and building expansions globally outside of the U.S. In April 2012, he returned to STIHL Inc.

 

Koestler obtained his Master of Science degree in mechanical engineering from the Technical University of Munich. He also earned an MBA from Averett University and is a doctoral candidate in engineering at Old Dominion University.

Peggy A. Layne

Community Volunteer (Retired)

After a 40-year career with Dominion-Virginia Power, Peggy Layne now serves as a professional volunteer, dedicating her energy and diverse business experience to work for organizations that make her community a better place to live. She is the Past-Chairman for the Network for Empowering Women Students at Tidewater Community College, and continues to work on NEWS as a network member. Peggy works on the Hampton Roads Salvation Army Adult Rehabilitation Advisory Council as the Retail Chair, as a member the Hampton Roads Community Foundation-Community Leaders Partnership (CLP) on both the Grant Making and Steering Committees. Peggy is a member of the Neptune Royal Ladies Executive Committee, where she works to support events that provide quality, safe, and diverse activities for the Virginia Beach community and its visitors. She has also been selected to serve on the Envision Virginia Beach 2040-Vision to Action Community Coalition.

Peggy also supports the local arts and humanities, having recently (2013) joined the Board of the Virginia Musical Theatre (VMT). She hopes to use her professional expertise to sustain and enrich this valuable performing arts medium located in her community.

Peggy earned her Bachelor of Science in Business Management from George Mason University and holds a Masters of Education in Human Resource Development from George Washington University. Joel Rubin

Joel R. Rubin APR is President of Rubin Communications Group, a Hampton Roads-based public relations, advertising, video productions, media training and internet consulting firm. Rubin Communications Group provides services to a host of organizations in such fields as energy, real estate, technology, law, workforce training and banking.

 

            Prior to founding Rubin Communications Group in 1991, Joel was an award-winning correspondent for WAVY TV, where he specialized in political and feature reporting.  From 1992-2008, Joel continued to appear on television in a part-time capacity as producer and host of a weekly Sunday morning news and public affairs talk show called “On the Record” on WVEC TV.  Today he is a frequent moderator of political debates in the area.

Mr. Scheffel is a Principal and Co-Portfolio manager for the WST Dynamic Strategies and is a member of the investment committee. Before joining Wilbanks, Smith and Thomas, Mr. Scheffel worked with a Global Wealth Management and Investment Banking Firm. While there, he was responsible for managing client relationships, portfolio management, lending and financial planning. Prior to entering the Financial Services Industry, Mr. Scheffel was a Senior Manager in Ernst & Young’s Private Client Services. As part of this practice, he was involved in planning for the commercial activities of an entrepreneur and senior level corporate executives.

Mr. Scheffel graduated from St. Mary’s University with a Bachelor of Business Administration in Accounting. He is a member of the American Institute of CPA’s. He is a member of the Personal Financial Planning Section and holds the Personal Financial Specialist credential. Mr. Scheffel has taught Portfolio Management as an adjunct professor at a local university in the M.B.A. program.

Current community activities include serving as a Board member of the Business Consortium for Arts Support and Virginia Zoological Society. Christopher G. Stuart

Mr. Stuart is the Vice President for Top Guard Security, based in Hampton, VA. There, responsible for business development activities on the Peninsula and Southside. Chris has developed contracts that have allowed the firm to grow from 130 security officers in 2001 to 550+ currently. The firm is the region’s largest private security company and its largest woman-owned business. Chris has also served as Project Manager for several Federal contracts, and has overseen VA Woman-owned Business Certification, Northrop Grumman Safety Certification and Virginia Homeland Security Training Grant. Chirs is a recipient of the Employer Support of the Guard and Reserve “Seven Seals” Award, Inside Business’ “Forty under 40” Award, and the Institute of Real Estate Management “Friend of the Year” Award.

 

Chris earned both his Bachelor of Arts (1993) and Master of Arts (1994) in History from Old Dominion University, and has completed the Career Studies Program Certificate: Acquisitions & Procurement (1997) from Thomas Nelson Community College in Hampton.
