TCC offers students convenient options for receiving tuition refunds and financial aid disbursements:
- Direct deposit (ACH) to your bank account – funds are available in as few as 3-4 business days* after the disbursement date posted in your SIS account
- TCC Visa Prepaid EducateCard – funds are available in as few as 2-3 business days* after the disbursement date posted in your SIS account
If you paid your tuition with a credit card using QuikPAY, your refund will be issued back to the card originally used for payment.
At the start of each term, all new students and current students (who have not signed up on the TCC Refund Disbursement Portal) will receive an email with an invitation to sign up and select a disbursement option.
Sign up and select your refund disbursement preference, even if you don’t anticipate receiving a disbursement or refund. A class may get cancelled or you might unexpectedly have to drop a class, so it’s better to be prepared. Sign up early in the term to avoid delays in receiving your refund or disbursement.
Can’t find the invitation to sign up? Request a new one by visiting the TCC Refund Disbursement Portal and click on the Register button. Please note: you must use your VCCS email address.
Using your card
You can use your card at ATMs within the Allpoint network and anywhere Visa Prepaid Debit cards are accepted. Use the ATM locator to find fee-free ATMs located off-campus.
Future refund disbursements
Keep your TCC Visa Prepaid EducateCard! Any future refund disbursements from TCC will be loaded on your original card.
If you prefer to receive disbursements by check, do not sign up for electronic disbursement. A check will be mailed to you after the disbursement date. Please allow 10-14 business days for your check to arrive.
What to do if your card is lost or stolen
Call Card Holder Services at 855-655-0299 or TMS customer care at 888-425-1138 immediately to have your card deactivated. TMS charges a $9.00 replacement card fee. The college is not responsible for lost or stolen cards.

Start by registering on the TCC Refund Disbursement Portal. Select the TCC Visa Prepaid EducateCard as your disbursement preference choice. The card will then be mailed to you.
The card order is initiated right away. You should receive the card within 7-10 days, although it often arrives sooner.
The card will be mailed to your current mailing address listed in TCC’s Student Information System (SIS).
The Visa Prepaid EducateCard can be used to make purchases wherever debit Visa is accepted. It is not a credit card; it is a prepaid debit card backed by the purchasing power of the Visa network.
You can withdraw up to $1,500 dollars a day. However, we encourage you to use your card at vendors that accept Visa.
Yes. Log into the TCC Refund Disbursement Portal and pick your refund disbursement method. During the registration process, select direct deposit (ACH) to either your checking or savings account.
TMS will send an email alert to your VCCS email account and any alternate email address you entered during registration.
If you change or close your bank account and you have previously selected direct deposit (ACH) as your refund disbursement preference, you need to login to the TCC Refund Disbursement Portal to update your bank account information. TMS will contact you about any undelivered direct deposit (ACH) payments.
If you fail to register, your refund will be issued in the form of a check and mailed to your current mailing address that TCC has on file in SIS. Checks are mailed by TMS and may take as long as 10 - 14 days after the refund is posted in SIS.
Call the TCC Information Center at 757-822-1122. Additionally, you can call TMS at 888-425-1138 to request the change.
Tidewater Community College will conduct annual due diligence to confirm that the rates of the prepaid card account are consistent with or below prevailing market rates as required by the Department of Education. Tidewater Community College will work with the current vendor of disbursement/refund services to collect and evaluate rates from available market information. Tidewater Community College will complete the first due diligence by September 1, 2017 and annually thereafter.
